His lawsuits and press releases have Pennsylvania's top legislators in a tizzy. And well they should be. Activist Gene Stilp kept pressure on state lawmakers to repeal the pay hike they awarded themselves last July. And while the pay raises have since been repealed, fewer than half the legislators have repaid the money.
