The Pennsylvania state budget isn't the only one falling short. Cities across the state face shortfalls as well. In Philadelphia, Mayor Michael Nutter says the city needs to cut 700 million from its budget. The much smaller city of Bradford, in Northern Pennsylvania, has its own budget woes.
